Cooper nuclear plant (Nebraska) in risk of flooding, though still operating at full power

Another nuclear plant in Nebraska (Cooper Nuclear Station) is raising concerns. A flooding alert was issued for this nuclear power plant.
As shown in the picture, the plant is already close to being flooded.
The Brownville levee is reported to be dangerously close to breaking. Sandbagging efforts have been abandoned. One wonders how such a break would affect Cooper Nuclear just three miles downstream.
Nevertheless, the Cooper plant remains in service at full power.
Just weeks earlier, the Calhoun nuclear plant got into trouble because of the flooding.
